The T18s were signed as two contracts, one for 60 locomotives and another for another 60 locomotives. I am guessing that NGBE/NMBS/SNCB want to see the first 60 accepted, and enter service, before the next 60 start to be accepted. Concentrating on sorting out Contract One may be why the Type 19s have not been seen very much and why none of the locomotives from 1861 to 1896 have been seen in Belgium. There may be a clause in the Contracts that says that Contract One [1801-1860] has to be successfully completed before NMBS/SNCB will accept any locomotives from Contract 2 [1861-1896 & 1901-1924].
I will guess that 1801 to 1860 are all in service for 13th February 2012, but this is a guess.
